Polling trades freshness for simplicity

With polling, a client periodically asks whether new data exists. It is simple and works through ordinary HTTP infrastructure, but frequent empty requests waste capacity; infrequent polls add freshness delay. Add jitter when many clients might poll on the same schedule.
